The lowest cost (SLA) strategy instructs FortiGate to select the preferred member based on the following factors:

SLA target: You must select one or more SLA targets. FortiGate then checks whether the members meet the selected SLA targets.

Member cost: The cost that you configured for the member. The default cost for members is zero. FortiGate uses the logic that the members with the lower costs are given higher preference.

Member configuration order: Based on the rule Interface preference configuration. Members that are configured first have higher priority over those configured last.

FortiGate first checks how many SLA targets a member meets. The more SLA targets it meets, the higher its preference. Note that even though you can select one or more SLA targets in a rule, each selected SLA target must be from a different performance SLA. That is, each SLA target must point to a different server.

If there are two or more members that meet the same number of SLA targets, FortiGate uses the member cost as the tiebreaker, and then the member priority as the last tiebreaker.

By default, one member only—the preferred member (if acceptable)—is used to steer traffic. That is, no load balancing is performed. Also, if none of the members meet the SLA target, as long as the members are alive, FortiGate builds the oif list based on member cost and configuration order. When you enable the Load balancing option, FortiGate distributes traffic through all members that meet the SLA requirements.

The lowest cost (SLA) strategy allows the administrator to fine-tune what is considered a good link and limit the risk of too frequent link changes. For these reasons, administrators usually prefer this strategy to the best quality strategy.
