in the sd-wan policy rules , service rule 3 is executed before service rule 4 and service rule 3 has a tie breaker set to FIB which means it select interface associeted to the route whis has the longest prefix.

It's B, service rule 3 is executed before and HUB1-VPN2 has better cfg_order (HUB1-VPN1 doesn't meet sla having 0x0)
