D is wrong. Yes, IF an ADOM is locked, read-write for multiple people is possible. You can, however, also lock policy packages or policies, without locking the ADOM. Thus, in normal mode, concurrent r/w access is possible in one ADOM. You can lock multiple ADOMs at the same time, I tested it for this question on a FortiManager VM. Thus, I believe AB is correct.
