D is wrong, because according to change-set only the first FortiGate is replaced and will get new physical id.
B is wrong, according to study guide p. 48, replacing a ressource can be disruptive
A is tricky, CloudFormation does check the quota whether AFTER the change the number of instances is allowed, but during this change (FG_A is replaced) for short time three instances will be active.
I think it's C, because we create a new instance from a template and this template might not have all changes included that were done during previous runtime.
