Is this picture incorrect? It shows activIe passive firewalls. If overide is disabled, changing priority won't force the FW to take over. It seems like 2 answers would be needed, C and D

virtual clustering is a special case, where both HA FortiGates are still working as active-passive but on VDOM level not on the whole firewall level, so each VDOM will be active on one device and passive on the other based on configured priority
