Why C? Option A will also make it favorable to HUB1-VPN3 as it is lower than HUB1-VPN1 latency. Also, link-cost factor is packet loss not latency. Can anyone enlighten us on this?

    A is incorrect because of the paramiter link-cost-threshold, defined at 10%. So hub1-vnp3 must be at least 10% 'better' than the highest priority member.
