This database stores configuration changes for devices within a specific Administrative Domain (ADOM) before they are applied to the managed devices. Once the changes are pushed, they are applied to the device-level database of the FortiGate

    yes but it depends on where its configured. if you have configured it under the device manager --> fortigate then its device database. if you have configured in under provisional templates then its adom database. but as per question its OSPF area, so it would be ADOM-level as people will do OSPF area changes through provisional templates.
