B & C (True). In the overlay orchestrator, when you list interfaces under Underlay and Private Link is left deselected (the default), FortiManager creates an overlay IPsec tunnel over each listed underlay interface. Since the exhibits show port1 and port2 as underlays, overlays will be built on both.

As per this doco, If private link is selected it may not create overlay links B is wrong
