Quotas are only available on Proxy-based web filter. If the policy's inspection mode is Flow-based the Proxy-based filters will not appear.

A Category Usage Quota is available only when the Web Filter profile uses Proxy-based inspection. The Web Filter profile's Feature set must also match the inspection mode configured in the associated firewall policy.
Therefore, if the firewall policy's inspection mode does not match the Web Filter profile's feature set, the profile will not appear in the Web Filter drop-down list.
