I think that the correct answer is A, B and D.
-Per FortiGate / FortiOS 7.6.4 Administration guide, Lowest cost (SLA) is available with and without loadbalancing:
"When using Lowest Cost (SLA) mode (sla in the CLI), SD-WAN will choose the lowest cost link that satisfies SLA to forward traffic." "SD-WAN rules can be configured to load balance traffic out of all the interfaces that satisfy the SLA target. "
-E is incorrect, because Best quality strategy does not appear to have load-balancing functionality:
"When using Best Quality mode, SD-WAN will choose the best link to forward traffic by comparing the link-cost-factor."

The guide explicitly says that "you can combine the strategy Manual and Lowest cost(SLA) with load balancing", the Best Quality and load balancing combination is not mentioned so I would discard E. and include A. because Lowest Cost without load balancing is a vaild option also

"There are three strategies you can chose from:
• Manual: FortiGate prefers members according to configuration order. Member metrics are not considered for member preference.
• Best quality: FortiGate prefers the best-performing member based on the configured quality criteria.
• Lowest cost (SLA): FortiGate prefers the member that meets the configured SLA target. If multiple members meet the SLA target, member cost, followed by the configuration order, are used as tiebreakers.
You can combine the strategy Manual and Lowest cost (SLA) with the load balancing option to instruct FortiGate to steer the traffic through multiple members. When you combine Manual with load balancing, FortiGate distributes the traffic through all members that are up. When you combine load balancing with the Lowest cost (SLA) strategy, FortiGate distributes the traffic through all members that meet the SLA target."

Best Quality does not have nothing to do with Load Balancing , it check which is the best link, and there is no option as best quality with load balancing

There are three additional basic selection strategies in SD-WAN:
Manually (load balancing option)
Lowest Cost (SLA) (with load balancing)
Best quality (with load balancing)

Why not E? Best Quality selects the best-performing member but does not support the load-balancing option.
This is confirmed by Fortinet's official technical documentation, which explains that load balancing is available under Manual and Lowest Cost (SLA) strategies.
