in Option C it states that "failover will take place", but in the settings the Failover Mode is set to "Manual", in this mode, When the primary unit fails, you must manually configure one of the secondary units to become the primary unit. (No need to restart the secondary unit! option A is incorrect) if it was VRRP: When the monitored interface for the primary FortiManager is unreachable or down, HA automatic failover will occur, and the secondary FortiManager will automatically become the primary. furthermore, FortiAnalyzer features on Fortimanager must be disabled when fortimanager id working on HA. Option D is the correct answer.

Should be D because study guide page 12 says "If FortiAnalyzer features are enabled, you cannot add FortiAnalyzer to FortiManager. You will also not be able to configure FortiManager HA."

you can add a FortiAnalyzer (FAZ) to a FortiManager FMG HA cluster, but FortiAnalyzer Features must be disabled within the FortiManager system settings first
